Which accepts UAE and Gulf clients, eToro or Plus500?

Both accept UAE clients, and both are strong regional fits, but they route differently. Plus500 runs a local DFSA-licensed entity (F005651) inside the Dubai International Financial Centre, an onshore UAE presence, and also accepts Saudi Arabia and Egypt. eToro serves UAE, Kuwait, Bahrain, Qatar and Oman through its CySEC entity rather than a local onshore licence, and it does not accept Saudi Arabia. It charges no broker-side withdrawal fee: SEPA settled in 1 to 2 business days, SWIFT bank wire in 2 to 3 business days across 4 test payouts, UK Faster Payments same business day and Singapore FAST in about 4 hours. eToro settled all 6 of my test withdrawals inside the stated windows, with card and e-wallet payouts in 1 to 2 business days and bank wire in 3 to 5, but it adds a $5 flat fee to every withdrawal regardless of amount, a 10% drag on a small $50 payout. eToro also applies a 1.5% currency conversion on non-USD funding at both deposit and withdrawal.
