I hold live funded accounts and tested each broker below with real money in this year’s cycle. I checked each licence on its regulator’s public register, funded in dong through MoMo, ZaloPay and USDT, and timed a withdrawal back to a Vietnamese bank.

Here is the part most lists skip. The State Bank of Vietnam (SBV) does not license retail forex brokers, so there is no domestic regulated market. Every broker on this page operates offshore, regulated abroad by CySEC, FSA Seychelles or FSC Mauritius.

One quick term before the list. A pip is the smallest price move a currency pair makes. It is the unit spreads are quoted in, so fewer pips means a cheaper trade.

Forex Broker Regulation in Vietnam

Vietnam has one reality you need to understand before you deposit. There is no domestic regulated forex market.

The State Bank of Vietnam oversees banking and foreign-currency policy, but it does not authorise retail forex or CFD brokers, and there is no local exchange-traded product for individuals. So every broker on this page is offshore.

A tier-one offshore licence still means something. A CySEC, ASIC or FCA licence requires segregated client funds, negative balance protection and audited financials, and you can appeal to that regulator in a dispute.

What it does not give you is Vietnamese protection. There is no SBV oversight, no local ombudsman and no Vietnamese compensation scheme, so your only recourse runs through the foreign regulator.

There is no FSCS-style scheme here either. Some foreign regulators run their own funds. The CySEC Investor Compensation Fund covers eligible clients up to 20,000 euros if a firm defaults, but that pays through the foreign entity, not any Vietnamese route.

Leverage tells its own story here, because there is no local cap:

  • 🔹 No domestic limit: the ceiling is whatever the offshore entity offers, not a regulator’s cap
  • 🔹 Offshore brokers: commonly 1:500 to 1:2000, and Exness advertises effectively unlimited on qualifying accounts
  • 🔹 Higher leverage is not a favour. It is how most retail accounts blow up.
  • 🔹 Negative balance protection applies on the tier-one offshore entities, not the weak islands

The takeaway is simple. There is no clean domestic route in Vietnam, so choosing well means choosing the strongest offshore regulator and treating the account conservatively.

Tiers of regulation, and why they matter here

Not every offshore licence is equal. Here is how I weighted them for a Vietnamese trader:

  • 🔹 Tier-1 offshore (CySEC, ASIC, FCA, Central Bank of Ireland): strong oversight, segregated funds, negative balance protection. The best you can get from outside Vietnam.
  • 🔹 Mid-tier (FSCA, DFSA, Labuan FSA): credible regulators with real rules, a step below tier-one but far above the islands.
  • 🔹 Weak offshore (Seychelles, Belize, SVG, Marshall Islands): light-touch or nominal oversight. Higher leverage, thin recourse. I flag every one below.

⚠️ The trap: some big-brand brokers advertise a strong licence but onboard Vietnamese sign-ups under a weak offshore entity to offer higher leverage. Always check which entity your account opens under before you deposit.

How to verify an offshore broker from Vietnam

This takes a few minutes and it is the most useful safety check you can run. It is free.

  • 🔹 Find the broker’s claimed regulator, then search that regulator’s public register directly (CySEC, ASIC, FCA).
  • 🔹 Match the licence number on the register to the one in the broker’s website footer.
  • 🔹 Check which entity accepts Vietnamese clients, as leverage and protection differ by arm.
  • 🔹 Be suspicious of any broker claiming SBV or Vietnamese authorisation for forex, because the SBV does not license offshore brokers.

If a broker’s website quotes a regulator number that does not match the official register, stop. That is the single clearest sign of a clone scam. Fraudsters copy a real firm’s details to run it.
